Clatsop Projected Versus Actual Release
A projected or scheduled release date looks ahead. An actual release record looks back. Clatsop County's official jail roster page calls its public field “Scheduled Release” and warns that sentence-release dates are estimates based on behavior and the ability to earn work or good-time credits. ODOC calls its state calculation a projected release date, commonly shortened to PRD. Each label belongs to a different custodian and different sentence system.
A pretrial detainee usually has no fixed sentence end date because the court has not imposed a sentence. Release may depend on a court order, security release, dismissal, a plea and judgment, or another case. Even a sentenced person's estimate does not show whether a detainer will pass the person to another authority. A transfer ends one custodian's physical hold but is not a return to the community.
Ask what the date represents. Is it the jail's current estimate, an ODOC calculation, a Board projected parole date, or an actual release timestamp? Keeping those records separate prevents a likely date from becoming a false statement about completed release.
Find a Clatsop Release Date
Begin with the last known custodian. Clatsop County Jail holds local bookings, court holds, and some county sentences. ODOC houses people committed to state custody across Oregon. The live county row can show Name, Booked, Scheduled Release, and Location. Oregon Offender Search can show a PRD for a qualifying state record. Neither system should be used for a person held only by the other.
- Check the Clatsop live jail report for a current county booking and read Location as well as Scheduled Release.
- If the person is in county custody, note the inmate or booking number and ask Jail Operations or Sheriff Records about the sentence calculation.
- Read the Clatsop Circuit Court judgment for the sentence, custody credit, and any later amended order.
- If the judgment commits the person to ODOC, search Oregon Offender Search by name or SID and read the live PRD.
- After the estimated date, check the new status and request the actual release or transfer chronology from the custodian.

Two Clatsop Release Date Systems
The county Scheduled Release and state PRD should never be merged into one calculation. Clatsop says its date is an estimate tied to behavior and work or good-time eligibility. The public research did not locate a county sentence-calculation manual. It would be wrong to apply a state prison percentage to the county jail field. Ask Jail Records for the county sentence computation or credit ledger when the arithmetic matters.

Clatsop's roster also includes some work crew, electronic monitoring, and other program participants. “Outside Custody” can describe physical placement while supervision or program control continues. A person may leave the jail building without reaching final sentence discharge.

Oregon Credits and Clatsop Release
For eligible ODOC felony sentences after November 1, 1989, ORS 421.121 authorizes reductions tied to appropriate institutional behavior and adult basic-skills participation. The statute generally caps eligible credits at 20 percent of the incarceration term. It also lists exclusions, including sentences governed by ORS 137.700, ORS 137.707, and specified homicide provisions. Credits can be granted, retracted, or restored under governing rules.
Measure 11 mandatory minimum terms are addressed in ORS 137.700. For covered sentences, the statute bars reduction, temporary leave, or release before the minimum except where law specifically allows it. Common claims that every Oregon prisoner serves one fixed percentage are unsafe. Eligibility turns on the offense, offense date, judgment, and controlling statute.
County jail credits are separate. The Clatsop roster's statement about behavior and work/good time does not establish that the ODOC 20 percent cap applies to a local sentence. Request the county computation instead of doing personal arithmetic from a state statute. No sourced Clatsop rule was found that moves a weekend or holiday sentence date to Friday, and no fixed daily release time was published.

Why Clatsop Release Dates Change
A change does not by itself signal an error. Sentence calculations can respond to later court action, verified custody credit, the way multiple terms run, credits earned or lost, and other lawful events. An outside hold may not move the mathematical sentence end, but it can change where the person goes when one custodian lets go. Read the current date with the reason and source.

Parole and post-prison supervision add another distinction. Leaving prison for supervision is a release from the institution, not final discharge from corrections authority. A Board action can set or defer a projected parole date for the limited population under Board release authority. The actual Board order, OOS status, and physical release record must agree before the event is described.
Clatsop PRDs Under State Review
Oregon's active sentence-recalculation project is a concrete reason to reopen a state record. ODOC explains that Oregon Supreme Court interpretation changed some projected release dates, with review focused on qualifying sentences imposed after August 1, 2015. The agency says qualifying records are reviewed automatically. A static note, screenshot, or date copied months ago may no longer match the official calculation.
The ODOC sentence-recalculation FAQ identifies OOS as the official place to see an offender's current release date. It also says VISOR provides qualifying change notifications on a two-hour cycle. Registering can help track a change, but the alert remains a notice rather than the final release chronology.
Keep an “as checked” date with any saved PRD. Reopen OOS before relying on the estimate. For the state sentence computation itself, submit a focused request through the ODOC Public Records Center with the person's name, SID, date of birth if known, approximate dates, and the exact calculation or chronology sought.
Clatsop Holds and Actual Release
A projected sentence end can arrive while another legal restraint remains. An outstanding warrant, another county's hold, a federal writ, an immigration custody event, a supervision sanction, or a new court order can change the next step. The person may move directly from Clatsop County Jail or ODOC into another custodian's control. In that situation, “released to” the receiving agency means transfer.

After the date passes, check status first. Then ask for actual date and time, release type or authority, and destination. If the record shows Community Corrections, confirm the supervision office. If it shows another custodian, switch to that agency's locator or records process. This is more reliable than assuming a scheduled date became a community release at midnight.
For a state-prison release, ORS 421.125 also addresses clothing, money, and documents provided at release. It does not establish Clatsop County Jail's property practice or a fixed exit time. Those local logistics were not published in the reviewed material, so Jail Operations should be asked about the specific booking.
Monitor a Clatsop Release Date
Oregon VISOR can send opt-in phone, text, email, or TTY notices for qualifying custody changes. Search by name, SID, or county ID, open the matching record, and follow the live registration prompts. A full discharge may later remove a person from the searchable set because VISOR states that its search covers people in custody or under supervision.
